Many jurisdictions now require risk-based governance for AI used for genomic and health initiatives, but translating these legal and ethical obligations into practical, operational steps remains a major challenge. Our project is developing an online, interactive risk management tool grounded in a comparative legal analysis of AI risk-based normative frameworks that will be adapted to different regions and piloted through GA4GH regional nodes.

Goal: We are at the start of this project, and this session is designed to gather early community input before key design choices are made.

Key discussion points: We will present our comparative legal analysis and proposed approach, then open the floor for structured discussion on: (1) which stakeholders must be represented in the design and governance of the tool; (2) which risks (legal, ethical, technical, operational) are most critical to address from the outset; (3) what level of regional granularity is meaningful (continental, national, sub-national, community-level); and (4) which regional contextual factors (legal, infrastructural, cultural) most affect adaptability; (5) tool design and functionality; (6) governance of the tool itself; (7) incentives to use the tool necessary to consider at the outset.

Outcome: a preliminary stakeholder map, risk checklist, and regional-adaptation criteria to inform the next project phase.
