Regulatory complexity varies significantly across jurisdictions: researchers seeking to share or access genomic data must navigate overlapping and sometimes conflicting requirements spanning privacy protection, data security, human-genetics permitting, and ethics review. At the same time, emerging models such as cloud computing, federated learning, privacy-preserving computation, AI model training, and GA4GH Beacon-type query systems may offer alternative approaches to responsible data sharing.
Led by the Regulatory & Ethics Work Stream (REWS) Genomic Data Sharing in High-Capacity Asian Jurisdictions Study Group, this session will present the group's preliminary findings and introduce a consultation questionnaire for national biobank and research-institute experts. By examining regulatory barriers and opportunities across Asian jurisdictions, the project complements existing GA4GH standards and comparative studies by identifying practical pathways for operationalising legal and ethical requirements through governance and technical design.
Building on these findings, we propose a "compliance by design" approach that embeds legal and ethical requirements into interoperable technical standards and privacy-preserving technologies from the outset. This session will include a presentation of the study's objectives, methodology, and preliminary findings, followed by an interactive discussion to gather feedback on the consultation questionnaire and identify technical and regulatory challenges experienced by participants. The session will conclude with a synthesis of recommendations to inform the next phase of the Study Group.
